$1B Norfolk International Airport Upgrade Reaches Milestone with New Concourse A Expansion

NORFOLK, Va. — Norfolk International Airport has reached a key milestone in its $1 billion TransformORF modernization program with the opening of a new three-gate expansion in Concourse A.

The project marks the airport’s most significant upgrade effort since 1974 and is part of a broader initiative to enhance passenger experience and expand operational capacity across the facility. The airport serves approximately 5 million travelers annually across coastal Virginia and northeast North Carolina.

The newly opened concourse addition spans nearly 19,000 square feet across two levels and includes gates A10 through A12. American Airlines has begun utilizing the new gates, while Breeze Airways is expected to move into Concourse A later this spring.

Concourse Expansion Enhances Passenger Experience

The expansion introduces several new amenities aimed at improving traveler comfort and convenience. These include expanded seating areas, floor-to-ceiling airfield views, additional restrooms and an indoor pet relief area.

W.M. Jordan, based in Newport News, Virginia, served as construction manager at risk for both the Concourse A expansion and a recently completed customs facility. The project reflects ongoing investment in airport infrastructure nationwide, as cities pursue large-scale upgrades to accommodate growing passenger demand.

Other contractors involved in the broader TransformORF program include Tazewell Contracting and Antigo Construction. Additionally, J.E. Dunn and Hourigan are contributing to terminal modernization efforts and the development of a parking administration building.

Broader Modernization Efforts Continue

The concourse opening follows the recent completion of an upgraded Federal Inspection Services facility, where U.S. Customs and Border Protection now processes international arrivals. That $31 million project, completed in approximately 18 months, received $13.5 million in federal funding.

Additional work under the TransformORF program remains underway, including roadway realignments to improve airport access and the planned construction of a consolidated rental car facility, which is expected to break ground later this year.

The Norfolk upgrade reflects a broader national trend, with airports from Sacramento, California, to Tampa, Florida, investing in billion-dollar modernization programs to expand capacity, improve efficiency and enhance passenger experience.

As construction progresses, TransformORF is expected to position Norfolk International Airport as a more competitive regional hub, supporting both economic growth and increased travel demand in the years ahead.
