
PHOENIX — Construction is officially underway on The Moreland, a 237-unit affordable housing development rising in the heart of downtown Phoenix.

Located at Moreland and Third streets, the project will deliver a mix of studio, one-, two-, and three-bedroom units designed to serve working families and individuals seeking housing close to jobs, schools and transit.
The development will be completed in two phases. Phase 1 will bring 132 units online by approximately December 2027, according to a city press release.
The Moreland will consist of two five-story residential buildings supported by a four-tier parking garage. Beyond housing, the project is designed as a community-centered development with a strong focus on resident support services.

The integration of supportive services reflects a broader shift in affordable housing design, where developments increasingly include wraparound resources to promote long-term stability and upward mobility.
City leaders say the project is a strategic investment in strengthening downtown Phoenix as both a residential and economic hub.
Phoenix Mayor Kate Gallego called the development “a testament to our dedication to creating a community where families can thrive.”
“Phoenix will continue to support developments like this to meet the needs of our residents and grow an inclusive downtown,” Gallego added.
Phoenix Vice Mayor Kesha Hodge Washington, who was selected to the role by the city council in January, emphasized the value of building affordable housing near employment and transit corridors.
She said the project’s central location ensures residents can reduce commuting costs while being “rooted in opportunity.”
Downtown Phoenix has seen steady residential growth over the past decade, with new mixed-use projects reshaping the urban core. However, rising rents have placed pressure on lower- and moderate-income households. Developments like The Moreland aim to balance that growth by preserving affordability within walking distance of schools, light rail, government offices and private employers.
The project is being developed by Brinshore Development, with design and construction led by SPS+ Architects.

Affordable housing advocates note that projects of this scale play a significant role in stabilizing downtown neighborhoods. Larger unit counts allow developers to incorporate amenities and services that smaller projects often cannot financially sustain.
In addition to providing housing options across multiple bedroom sizes, The Moreland is expected to contribute construction jobs in the near term and support increased economic activity in surrounding businesses once residents begin moving in.
With Phase 1 targeted for completion by late 2027 and the remaining units to follow, The Moreland represents another step in Phoenix’s ongoing effort to expand housing access while maintaining momentum in its rapidly evolving downtown core.
