
A major infrastructure upgrade is underway in Georgia as construction begins on the State Route 400 Express Lanes project, a multibillion-dollar effort designed to expand capacity and improve traffic flow along one of the Atlanta region’s busiest corridors.

The design and construction team officially broke ground on April 22, launching a project that will transform approximately 16 miles of SR 400. The initiative is part of a broader effort by the Georgia Department of Transportation to modernize critical transportation infrastructure across the state.
The total investment for the project is estimated at $10.8 billion, with construction costs reaching $4.6 billion, according to project stakeholders. The work will introduce dynamically priced express lanes in both directions, offering drivers a faster travel option along the heavily congested route.
Construction is being led by a joint effort between FlatironDragados and Acciona Construction. The Georgia DOT selected SR 400 Peach Partners — a consortium that includes ACS Infrastructure, Acciona and Meridiam — as the design-build team under a public-private partnership (P3) model.
The project corridor will extend from a transit station in Fulton County to McFarland Parkway in Forsyth County, covering a key stretch of roadway used daily by commuters in the Atlanta metropolitan area.
In addition to adding express lanes, the project will improve connectivity at the Interstate 285/SR 400 interchange, a major regional junction. The enhancements build on previous work completed in 2025 by infrastructure firm Ferrovial, which delivered a $690 million upgrade to the interchange.
Beyond roadway expansion, the project includes the construction of new bridges and the integration of advanced corridor-wide technology systems aimed at optimizing traffic flow and improving safety.
Funding for the project is supported in part by a loan from the Transportation Infrastructure Finance and Innovation Act (TIFIA), a federal program that provides credit assistance for large-scale infrastructure developments. The financing package also includes tax-exempt private activity bonds, a common feature in P3 projects that helps attract private investment.

The SR 400 Express Lanes project is a cornerstone of Georgia’s Major Mobility Investment Program, a statewide initiative focused on reducing congestion and enhancing transportation efficiency.
With construction now underway, officials say the project will play a critical role in accommodating population growth in the Atlanta region while improving reliability for commuters and freight movement alike.
