Sheehan to Lead SPC Construction Operations

FlatironDragados has appointed Joe Sheehan as president of SPC Construction Co. LLC, where he will oversee business operations, client relationships and the company’s growth strategy.

Announced on Oct. 15, 2026, the appointment places Sheehan in charge of the construction company, which has expertise in civil infrastructure projects across the New York and New Jersey region. His priorities include operational performance, employee development and strengthening client relationships.

Sheehan has more than three decades of experience in engineering and construction. Before his appointment, he served as SPC’s chief operating officer and previously led E.E. Cruz & Company as president.

SPC Builds on Regional Infrastructure Expertise

FlatironDragados launched SPC Construction in 2025 by bringing together Schiavone Construction Co. LLC, John P. Picone Inc. and E.E. Cruz & Company Inc. The integration combined the companies’ experience and workforce into a broader civil construction business serving the New York metropolitan area.

According to FlatironDragados CEO Javier Sevilla, Sheehan helped expand the businesses beyond traditional utility and highway work into more complex infrastructure projects. These include bridges, deep foundations, geotechnical work and transportation infrastructure.

Sheehan holds a bachelor’s degree in civil engineering from Villanova University and is a licensed professional engineer in New York and Connecticut. He also serves on executive committees for the General Contractors Association of New York and the Building Trades Employers Association, and is a member of The Moles.

His appointment comes as SPC continues to build on the combined capabilities of its founding businesses and pursue growth across the regional infrastructure market.
