OSHA Investigates Fatal Trench Collapse at Texas Construction Site

A fatal trench collapse at a construction site in Conroe has prompted an investigation by the Occupational Safety and Health Administration, after one worker was killed and another injured during a rescue operation.

Emergency crews responded to the incident just before noon on April 11 near South Loop 336 and FM 3083 East, where two workers were trapped in a trench at a residential construction site, according to local officials.

Rescue Efforts Underway as Workers Trapped

Authorities said the collapse occurred when dirt fell into the trench, trapping the workers below. Fire crews worked quickly to rescue those involved, but the situation turned fatal.

“One person was recovered just before 1 p.m., but was pronounced deceased,” officials said.

A second worker was pulled from the trench at approximately 1:10 p.m. and transported to a nearby hospital. The condition of the injured worker has not been disclosed.

During the emergency response, a third individual suffered a medical issue while attempting to assist those trapped but declined transportation to a hospital.

Conroe Fire Chief Paul Sims said his department was called to the scene shortly before noon, initiating a coordinated rescue effort involving multiple emergency response teams.

OSHA Investigation to Determine Cause

The Occupational Safety and Health Administration has launched an investigation to determine whether proper safety measures and equipment were in place at the time of the collapse.

“OSHA's investigation will determine whether there was proper work equipment in the trench when the collapse happened,” officials said.

Trench collapses remain one of the most dangerous hazards in the construction industry, often occurring suddenly and with little warning. Federal safety standards require protective systems such as trench boxes or shoring for excavations of certain depths, but compliance varies across job sites.

The identities of those involved in the Conroe incident have not yet been released, and officials have not provided additional details about the circumstances leading up to the collapse.

The fatality underscores ongoing concerns about jobsite safety in excavation work, where soil instability, lack of protective systems and environmental conditions can quickly create life-threatening situations.

As the investigation proceeds, safety officials are expected to review site conditions, equipment usage and compliance with federal safety regulations.
